Mark P. Bialkoski
Started Empower Investigations after he retired from 31 years of Law Enforcement.
He began his career in San Diego, Ca as a Harbor Police Officer. During his 5 plus years, he was a boat captain for both law enforcement issues as well as a marine firefighting on San Diego Bay. He was also assigned as a Patrol Officer covering the entire Port of San Diego property which was within 6 different cities.
In 1990 he joined the Jacksonville Sheriff's Office where he spent 19 years of his 25-year career in Investigations in the areas of Burglary, Undercover Property Crimes, Background Investigations, Risk Management and Homicide. He was recognized twice as the Officer of the Month, out of a 1,600 sworn personnel Agency. Once for investigating pipe bombs being exploded within the city where he led organized a three-agency investigation that culminated in the arrests for manufacturing, selling and detonating Improvised Explosives. The other award was for leading a Homicide investigation where a bomb was used to kill and maim individuals inside a residence, the case made national news and became an episode on the hit TV Series, Forensic Files with the episode being called “Live Wire”.
For two years he was the Agency’s only investigator for all traffic crashes involving agency vehicles whether driven by sworn personnel or civilians.
Mr Bialkoski was also an Adjunct Instructor in Law Enforcement in areas as Homicide Investigations, Criminal Investigations, Elderly Abuse, Family Violence, Traffic Crash Investigations, Police Pursuit Driving and more at Florida State College at Jacksonville.
His experience in a wide range of subject matters relating to the areas where those who need help with private matters is unmatched.
Rob Kocs served in the Army Reserves and National Guard for 8 years. He served in Operation Desert Shield/Storm as Military Police serving in Saudi Arabia and Kuwait. He was honorably Discharged in 1996 when he started the Police Academy in Tallahassee where upon graduation he was awarded Tops in Firearms and Defensive Tactics.
He obtained his Bachelors and Masters from FSU both in Criminology.
Prior to JSO, He worked for the Florida Dept. of Insurance, Div. of Insurance Fraud before joining the Jacksonville Sheriff's Office in 1997.
During his time at the Jacksonville Sheriff's Office he worked in Patrol, Missing persons, Child Abuse, Family Violence Unit and Homicide.
Rob was also on the Sheriff's Hostage Negotiator Team for 7 years.
